Construct a Smart City

Construct a Smart City

On April 7, 2015, the General Office of the Ministry of Housing and Urban-Rural Development and the General Office of the Ministry of Science and Technology jointly released the 2014 (third batch) Pilot List of the National Smart City, together with the 193 cities announced in the first two batches. As of now, There are nearly 300 pilots of smart cities in China. Smart cities are important carriers of national strategies such as urbanization, industrialization, and informatization in China, and are the only way to achieve national strategic goals. In the 2015 government work report, Premier Li Keqiang proposed the "development of smart cities to protect and pass on history and regional culture." The number of smart cities in China is constantly increasing, but how to build a smart city?

Seize a new generation of information technology opportunities

The new generation of information technology refers to information technology represented by emerging technologies and formats such as big data, Internet of things, mobile internet, and cloud computing. The scale of the industry in 2015 is about 16 trillion yuan, and it is expected that the share of GDP will exceed 60 in 2049. The total scale is about 130 trillion yuan. To build a smart city, we should seize the opportunity of a new generation of information technology development.

It is understood that the construction of smart cities in Europe focuses on the use of existing infrastructure to enhance the city’s smart services, but there is a large gap between China’s and European infrastructure. In this regard, the construction of smart cities in China needs to seize the opportunity of the development of a new generation of information technology, realize the improvement of infrastructure, speed up the construction of broadband networks, and realize that everyone can accept “online” services at any time; "Units" can be connected by sensors and networks; through cloud computing, city status and data depth analysis can be realized. It can be used in many areas such as urban public safety, manufacturing and production, environmental monitoring, intelligent transportation, smart home, public health, health monitoring, and financial trade.

What is a smart city? In short, it is the use of new generation information technologies such as the Internet, cloud computing, big data, and space geographic information integration to promote new ideas and models for urban planning, construction, management, and service intelligence.

Xiao Bian was informed that at the first meeting of the Sixth Committee of the Guangzhou CPPCC, Zhu Weihua, Li Wei, Sha Shengxi and other members submitted the "Proposal on Promoting the Construction of a "Smart City" with "Internet Plus"", aiming at the current situation The traffic jams, security emergencies, energy waste and resource occupation, environmental pollution, urban diseases such as “Water City” during the rainy season, and the use of Internet + thinking to upgrade smart cities.

The proposal uses the existing street lamp system as an example. If the street lamp system can effectively "transform and upgrade", it will strive to realize a smart street lamp that integrates micro base stations, multimedia screens, LED lighting, solar photovoltaic, etc., and realizes "Internet +" applications. The integration of location network + vehicle networking + road transportation network, connecting the “car, people, and roads” in a smart way, realizing the collection of big data in the city’s information system, enabling the flexible handling of traffic orders, and using “Internet +” to solve traffic lights. Control, traffic grooming, travel tips, emergency event handling.

Strengthen data awareness

Vernon Turner, senior vice president of IDC, said that “in a smart city, efficient operation is the most significant feature.” In this regard, promoting the integration and openness of data resources is very important.

Strengthen data awareness and vigorously promote the integration and sharing of data resources. This is the key to the construction of smart cities, and it is also a prerequisite for the realization of user-oriented urban services and design. On the basis of the integration and sharing of government data resources, we will further promote open data. Through the opening of public data content, data standards and related tools, the government can not only provide public inquiries, download, and use government data services, but also strengthen social supervision and promote the construction of transparent government, responsible government, and legal system; more importantly, It facilitates the participation of all sectors of society in the development and sharing of public data, stimulates the vitality of the market and society, promotes the emergence of innovation, and promotes the formation of public values of group intelligence and multi-party collaboration. The United States, the United Kingdom, and other developed countries have greatly promoted the ability of the society to open up data analysis and development as well as the ability to innovate in various types of business service models through its open data strategy.

Turner believes that smart cities must be built with the digital universe as the center, and therefore they will put on digital “outwear”. "The essence of a smart city is the use of advanced digital information technology to respond intelligently to various needs including people's livelihood, environmental protection, public safety, urban services, and industrial and commercial activities, and to realize smart city-style management and operation." The “smart parking” project is used as an example to illustrate: Through this project, Barcelona will collect massive data and open it to the society. Through this data, the government can understand the usage rate of each parking space, flexibly adjust the number of parking spaces in each area and the parking price, and make it open to the public. The owner can freely choose according to his own needs.

Nowadays, big data is no longer a strange word in the rapid development of information technology. The development of big data can make “smart cities” more light. To promote "smart cities" from dreams to reality, big data technology does not seem to be absent. Big data can collect the massive data that exist in urban development, and then analyze and analyze such massive data and sort out a catalogue that belongs to the needs of “Smart City” construction. Based on such a catalog, we can ensure the construction. It is derived from real data, not an act that exists in castles in the air.

Pursue "Truth, Good, and Beautiful"

The construction of the city is to make people's lives better and satisfy people's pursuit of "truth, goodness and beauty." In the construction of smart cities, we should establish strategic positioning and basic ideas based on smart science and technology as an important basis, wisdom management as the main form, and wisdom and humanity as the ideal goals, and open up a strategic breakthrough in the construction of smart cities in the world. Change passively to take the initiative to develop new roads.

According to expert analysis, the construction of smart cities should be based on the core concept of “Truthfulness, Goodness, and Beauty”, modern information technology as the main production tool, “information on urban materiality,” “intelligent urban social management,” and “humanized urban cultural services” as the target system.

Starting from the core concept of “Truthfulness, Goodness and Beauty”, smart cities can be divided into three main types: “Science and Technology-based Smart City” based on “True-Science Wisdom-Physical Civilization”; and “Good-Management Wisdom-System Civilization”. It is a "humanistic smart city" with a basic framework of "managed smart city" and "beauty-humanistic wisdom-spiritual civilization" as the basic framework.

The internal mechanism between the three can be expressed as: "True" is the basis of a smart city, "good" is the guarantee of a smart city, and "beauty" is the goal of a smart city. The three are three pillars, and they cannot be neglected in any one aspect. Together they constitute the “system setup” of smart cities.

Without grasping the core concept of “Truthfulness, Goodness, and Beauty”, there will be situations in which the basic connotation of smart cities, the evaluation system is not perfect, the development orientation is not clear, and the strategic framework and path are confusing. From the successful experience of European smart city construction, China's smart city construction must first understand the connotation of smart cities, and deeply understand that people-oriented, and focus on the connotation of environmental, social, economic sustainable development is the key to the successful construction of a "wisdom city."

An ideal smart city is bound to be an inclusive, scientific, managerial, and humanistic development. Practice has proved that simply focusing on the construction of smart cities focusing on scientific and technological wisdom, lack of management wisdom and humanistic wisdom of the observation and guidance, there will inevitably appear "high cost, poor sense of acquisition" phenomenon. In this regard, the re-distribution of the urban information infrastructure and service management platform centered on “humanistic wisdom” should become the key target for the planning and construction of smart cities in China.

As a new type of urban form, smart cities must be human-centered, emphasizing the value orientation of “respecting people”, “liberating people”, “relying on people”, and “for people”. Smart cities in the future will not only apply as many smart technologies as possible, but also More will be devoted to creating a greater degree of cooperation and interaction between the city and the citizens.
