China's automobile recycling and reuse technology policy should be implemented as soon as possible


A proposal prepared by Li Shufu, chairman of Geely Group, who came to Beijing to participate in the two sessions, triggered the industry’s renewed focus on the recycling of automotive products.

In February 2006, the National Development and Reform Commission, the Ministry of Science and Technology and the State Environmental Protection Administration jointly issued the "Recycling and Utilization Technology Policy for Automobile Products" (hereinafter referred to as "Policy").
It aims to guide automobile production and sales and related companies to start, carry out and promote the scrapping and recycling of automotive products, and promote the establishment of a recycling system for automotive products. The three ministries also said that the state will establish the relevant systems proposed in the "policy" in due course and will continue to implement them before 2010.

In the past two years, how has the "Policy" been implemented and what related systems have been introduced? In an interview recently, the reporter found that progress in this area has not been smooth.

It is difficult to implement the policy on schedule

The "Policy" proposes three phases of goals. Among them, the first goal clearly stated that starting from 2008, auto manufacturers or sales companies should begin to register and record the recyclability of automobiles, and prepare for the implementation of phased goals.

Recently, the reporter called Li Gang, director of the Department of Transportation of the National Development and Reform Commission, to understand the situation. He said that the record filing of recyclability ratings for auto manufacturers or sales companies has not yet commenced. "The objectives in the "Policy" are a kind of hope, but the conditions for the implementation of the record are not yet sufficient, and the relevant specific management measures and material library construction are still not perfect." He said that the National Development and Reform Commission is stepping up the formulation of relevant laws and regulations, but he It is impossible to predict when the preparations can be completed and formally implement the "policy."

Related research has just started

Li Gang said that the implementation of the "Policy" requires a series of preconditions and the preparation work is very complicated. In order to comply with the implementation of the "Policy", the National Development and Reform Commission has organized a related research group, which is responsible for the China Automotive Technology and Research Center.

Zheng Naijin, chief engineer of the Institute of Information Technology of China Automotive Technology and Research Center, introduced that the research team is working hard to promote relevant research work in accordance with the requirements of the “Policy”. On January 16th, the third work conference on the “Research on Management Measures for Reuse of Auto Products” organized by the China Automotive Technology and Research Center Information Institute was held in Harbin. Representatives of dozens of domestic backbone auto companies attended the conference. In May last year, the research group for the management of automotive product reuse management measures was formally launched. The main task was to organize all parties in the industry to jointly establish an automotive material information database. The task force asked the industry for opinions on information databases and related policies.

At the several working conferences that have been held, the research group has conducted in-depth and extensive discussions on vehicle banned/restricted substances, China's auto material data management system construction ideas, and toxic and hazardous substances research and refinement programs.

“This research is just in its infancy. The construction of automotive materials database is a brand-new field for our country. The situation of different companies is different. We have to go through a period of exploration and negotiation.” Zheng Naijin told reporters.

Recycling and re-focusing

Despite the slow progress in relevant work, experts and business people have been calling for adequate attention to the issue of vehicle recycling.

During the two sessions this year, Li Shufu again pushed this issue into public view. He suggested actively exploring the recycling of automotive products.

As the world’s second largest consumer car market, China’s car ownership has grown rapidly in recent years, and the number of scrapped cars has also increased year by year. About 2 million cars are scrapped every year in the country. With the upgrading of emission standards and the improvement of safety technology requirements, car scrapping will usher in a new climax, and the related issues of recycling and reuse of automotive products will become more and more urgent.

Chen Guangzu, a member of the China Automotive Industry Advisory Committee, is one of the old experts who focuses on recycling. He said: "The auto industry must develop product recycling and reuse. In this matter, we have started late. At present, China has opened a big gap with the international advanced level. Many developed countries recycling automotive products The rate is over 80%, and some even reach 98%."

Chen Guangzu said that recycling and recycling involve many complicated issues, and government departments and enterprises must do a lot of preparations for this purpose. Take plastics as an example, now domestic automotive materials contain many non-recyclable plastic parts. To achieve recycling, we must first solve the problem from the source of manufacturing. This requires new high-tech manufacturing technologies. At present, many companies are still not ready. How government departments formulate control measures with enforceability is also a problem that needs to be solved urgently.
